September 30, 2002.

Institutions
The Ministry of Information Industry of China is the
competent governmental authority responsible for the domain name management.
The China Internet Network Information Center (CNNIC)
is authorized by the Ministry of Information Industry as domain name
registration administrative organ, namely domain name registry. The
CNNIC is responsible for the management of the country code top level
domain of China and Chinese domain name system. It maintains the central
database.
The domain name registration service provider accredited
by the CNNIC, namely domain name registrar, accepts and reviews domain
name registration applications filed by users or through registration
agencies, and completes the registration process in the domain name
database.
The domain name registration agency refers to the entity
that accepts the domain name registration applications on behalf of
the domain name registrar.
The domain name dispute resolution service provider refers
to the institute authorized by the CNNIC to resolve the domain name
disputes.
Domain
Name
System
1. Domain names shall be composed of English letters
(A-Z, a-z, capital letters are equal to small ones), numerals (0-9),
hyphen (-) or Chinese characters. Different levels of domains shall
be connected with a dot (.). When Chinese characters are used, different
levels of domains can also be connected with a Chinese full stop (。).
2. The country code top level domain (ccTLD) of China
is CN. Under this top level domain, there are two categories of English
second level domains, i.e. sort domains and regional domains. |
- Sort domains are designed for different kind
of organizations, including:
AC --- for Scientific Research Institutions;
COM --- for Industrial, Commercial or Finance Companies;
EDU --- for Educational Institutions;
GOV --- for Governmental Agencies;
NET --- for Internet Service Providers; and
ORG --- for not-for-profit Organizations.
- Regional domains are designed for
geographical locations, including 34 regional domains designated for
each provinces, municipalities and special administrative zones of China.
For example, "bj" is for Beijing and "sh" is for Shanghai.
3. Domain names in English letters or Chinese characters
can also be registered under the top level domain CN directly.
4. Currently, in addition to the top level domain CN, the
CNNIC offers three forms of Chinese top level domains: (China),
(Company), and (Network).
Chinese domain names, namely domain names using Chinese characters,
can be registered under these Chinese top level domains.
Domain Name Restrictions
Domain names shall not contain any of the following
contents:
1. those that are against the basic constitutional
principles;
2. those jeopardize national security, leak state
secrets, intend to overturn the government, or disrupt of state integrity;
3. those harm national honor and national interests;
4. those instigate hostility or discrimination
between different nationalities, or disrupt the national solidarity;
5. those violate the state religion policies or
propagate cult and feudal superstition;
6. those spread rumors, disturb public order or
disrupt social stability;
7. those spread pornography, obscenity, gambling,
violence, homicide, terror or instigate crimes;
8. those insult, libel against others and infringe
other people's legal rights and interests; and
9. other contents prohibited in laws, rules and
administrative regulations.
Application for
Domain Name Registration
The
first -to-file principle is applied for domain name registrations.
An applicant may submit the application form to
the domain name registrar on line or by email, or other means, and conclude
the registration agreement with the CNNIC-accredited domain name registrar.
The application form shall include:
1. the domain name to be applied for;
2. the host names and IP addresses of the primary
and secondary domain name system servers;
3. the information of the domain name applicant;
and
4. the contact details of the persons responsible
for technical, administrative and billing matters, and the person who
is responsible for the registration.
In the registration agreement, the applicant agrees to abide
by relevant regulations, including the Implementing Rules of Domain
Name Registration and Domain Name Dispute Resolution Policy promulgated
by the CNNIC.
Review of Domain
Name Registration
The
date when the domain name registry receives the first effective application
for registration shall be the application date. The domain name registrar
shall inform the applicant of the application date.
The domain name registrar is responsible for accepting the applications,
and reviewing the domain name applications in accordance with the China
Internet Domain Name Regulations.
The domain name applications that violate the above-mentioned regulations
shall not be registered. If the applicant of the domain name is not
satisfied with the refusal, he may apply to the Ministry of Information
Industry for re-examination.
Change/Assignment/Cancellation
of Registered Domain Names
AWhere the registration information relating to a registered
domain name changes, the domain name holder should duly apply to the
domain name registrar for changing the registration information. The
domain name registrar shall, after verifying the application, make the
change accordingly.
To assign a registered domain name, the assignor shall submit to the
domain name registrar the application form. The domain name registrar
shall, after verifying the application, complete the assignment accordingly.
To cancel a registered domain name, the registrant shall submit to the
domain name registrar the application form. The domain name registrar
shall, after verifying the application, cancel the domain name accordingly.
Domain Name Maintenance
Fee
The
domain name registrar charges the annual fee for operation and management
of a registered domain name.
